The Zomi Political Coordination Council (ZPCC) reaffirms the inalienable right of the Zomi people to protect, govern, and determine the future of Zogam in accordance with the principles of indigenous self-determination, democratic governance, and territorial integrity as enshrined in the Zogam Charter.
At a time of increasing instability, armed conflict, and competing territorial claims across Chin State and surrounding regions, the ZPCC emphasizes that Zogam is the ancestral homeland of the Zomi people and that the future of this land must be determined solely through the democratic will and collective aspirations of its indigenous inhabitants. The Zogam Charter clearly defines Zogam as the contiguous Zomi-inhabited territory and recognizes the Zomi people as the rightful owners of the land and its natural resources by virtue of indigenous identity, historical inheritance, and birth.
The Council reiterates that the Zomi people seek peaceful coexistence, mutual respect, and equality with all ethnic nationalities within a future federal democratic union of Myanmar. However, peaceful coexistence cannot exist where outside armed organizations attempt to impose administration, monopolize territory, intimidate civilians, or exercise political domination over local populations without consent. The ZPCC maintains that no external armed group has the legitimate authority to dictate governance within Zogam against the will of the Zomi people.
The current interim governance structure of the ZPCC was established precisely to coordinate and protect the political, administrative, security, and humanitarian interests of the Zomi people during the ongoing crisis in Myanmar. Article IV of the Zogam Charter mandates the ZPCC to serve as the representative body of the Zomi people until democratically elected representatives and a formal constitutional structure are established.
The Council’s bylaws further affirm that Zogam belongs to the Zomi people and that the ZPCC exists to pursue self-determination, federal recognition, indigenous rights, peace, security, and democratic governance for Zogam. The ZPCC Department of Defense, operating through the Zomi Revolutionary Army – Eastern Command (ZRA-EC), is mandated to safeguard Zogam, protect civilians, prevent unlawful armed intrusion, and uphold peace and stability within Zomi areas.
The ZPCC notes with grave concern the continued presence and activities of unauthorized armed groups operating within Zomi areas under various political and military banners. Previous incidents documented by ZPCC statements described unlawful entry, coercive administration, forced taxation, intimidation of local communities, and attempts to monopolize Zomi territory under externally imposed political structures. Such actions undermine democratic principles, indigenous autonomy, local governance, and long-term peacebuilding efforts in the region.
The Council emphasizes that the Zomi people do not seek to impose rule over other ethnic territories nor interfere in the internal governance of neighboring indigenous communities. In the same spirit, the Zomi people expect their own land, identity, and self-governing aspirations to be respected by others. Sustainable peace can only emerge through mutual recognition, clearly respected territorial boundaries, democratic consent, and adherence to the rule of law.
The Zogam Charter itself calls for the end of all violence, oppression, and armed domination while promoting democratic federalism, human rights, indigenous rights, civil liberties, and peaceful governance. The ZPCC therefore urges all stakeholders — including revolutionary organizations, ethnic armed groups, political parties, civil society organizations, and the international community — to recognize and respect the legitimate aspirations of the Zomi people for self-determination and territorial integrity.
The Council further calls upon Zomi communities worldwide, including churches, youth organizations, women’s groups, intellectuals, and civil society leaders, to unite in safeguarding Zogam, strengthening local institutions, protecting civilians, and rebuilding the social, political, and economic foundations of the Zomi nation.
The future of Zogam must not be decided through intimidation, occupation, coercion, or armed domination. It must be determined through justice, democratic participation, indigenous rights, peaceful coexistence, and the freely expressed will of the Zomi people.
As the Zogam Charter declares, the Zomi people possess the right to self-determination, the right to govern their ancestral homeland, and the right to preserve their identity, dignity, and future for generations to come.
