Leaders Reaffirm Governance, Security, and Development Vision for Zogam
ZOGAM — In a significant demonstration of governance, security coordination, and territorial stewardship, leaders of the Zogam Administration (ZVC) together with senior officials of the Zomi Revolutionary Army – Eastern Command (ZRA-EC) conducted an official field visit and inspection tour across several areas of Zomi land on March 4, 2026.
The preservation of rivers and natural springs is essential for the survival and well-being of Zomi communities across Zogam.
The visit forms part of a broader initiative to strengthen administrative oversight, community coordination, and territorial security under the Zomi Political Coordination Council (ZPCC) leadership framework.
During the inspection tour, the delegation met with local community leaders, village authorities, and regional coordinators, reviewing conditions on the ground and reaffirming the commitment of the Zogam administration to protect the rights, security, and future development of the Zomi people.
“We emphasized this inspection for the protection of our forests, streams, and natural ecosystems to ensure long-term access to clean drinking water for Zomi communities across Zogam.”

Strengthening Governance in Zogam
The field visit emphasized the importance of structured governance and administrative coordination in Zomi land.
The Zogam Administration (ZVC) plays a critical role in ensuring that civil governance structures remain operational while the Zomi people continue working toward a federated political future.
The delegation evaluated:
- Administrative coordination at the village and township level
- Community security cooperation with ZRA-EC units
- Infrastructure needs and development priorities
- Resource management and environmental stewardship
- Public communication channels between communities and governing authorities
Leaders reaffirmed that Zogam governance structures are designed to operate with transparency, accountability, and participation from local communities.
The mission also served as an opportunity to collect field information necessary for future development planning under the Zogam Vision framework.
Security Responsibilities of ZRA-EC
The presence of ZRA-EC officers during the inspection mission highlights the integrated relationship between governance and territorial security in Zogam.
Under the Zogam Charter, ZRA-EC is designated as the sole authorized armed force responsible for protecting the interests of Zogam and the Zomi people.
Security officials briefed community leaders on:
- Ongoing territorial protection operations
- Coordination with village defense volunteers
- Measures to prevent unlawful incursions into Zomi territory
- Community safety protocols
The leadership emphasized that security operations remain guided by the principles of protecting civilians and safeguarding indigenous land rights.
Protecting Zomi Territory
The field visit also comes amid continuing concerns over unauthorized armed groups entering Zomi territory.
Reports have previously highlighted incidents involving CNA-led Chin armed groups attempting to expand control within Zomi areas, raising serious concerns among local communities regarding sovereignty and security.
Zomi leaders reiterated that:
- Zogam belongs to the Zomi people
- Territorial authority must remain with legitimate Zomi institutions
- External armed groups cannot dictate governance in Zomi land
Community representatives expressed strong support for continued vigilance and unity in defending their homeland.
Zogam Charter as the Guiding Framework
The visit also reaffirmed the importance of the Zogam Charter, which serves as the political and governance framework guiding the Zomi people during the current transitional period.
The charter affirms that:
- Zomi are the indigenous inhabitants of Zogam and rightful owners of the land and its resources.
- ZPCC functions as the interim representative body for Zomi governance until democratic institutions are fully established.
- ZRA-EC is the authorized force responsible for defending Zogam territory.
The framework aims to establish a federated Zogam within a future Federal Democratic Union of Myanmar, built upon principles of democracy, indigenous rights, and rule of law.
Community Unity and Future Development
Throughout the field visit, leaders emphasized that the future of Zogam depends on:
- Unity among Zomi communities
- Responsible governance
- Respect for indigenous rights
- Long-term development planning
Local residents welcomed the visit, noting that direct engagement between leadership and communities strengthens trust and improves coordination in both governance and security.
The delegation concluded the visit by reaffirming its commitment to building a peaceful, stable, and prosperous Zogam for future generations.
A Nation-Building Effort
The March 4 inspection mission reflects the ongoing effort to translate the principles of the Zogam Charter into practical governance on the ground.
By combining:
- Civil administration
- Security coordination
- Community participation
- Development planning
Zomi leaders say they are laying the foundation for a self-governing, democratic, and secure future for the Zomi people in their ancestral land.
