Recognizing the vital role of voluntary service in nation-building and community development; Acknowledging the principles of the Zogam Charter as the guiding framework for unity, resilience, and self-determination; Understanding the urgent need for an organized body to mobilize and coordinate volunteer efforts for the welfare of the Zomi people; We, the undersigned representatives and stakeholders, hereby establish the Zomi National Volunteer Corps (ZNV Corps) as the official volunteer service arm of the Zomi Political Coordination Council (ZPCC).

The Zomi National Volunteer Corps (ZNV Corps) is an organized volunteer force under the Zomi Political Coordination Council (ZPCC) dedicated to serving the Zomi people and supporting the well-being of Zogam. Rooted in the principles of the Zogam Charter, the ZNV Corps provides a structured platform for citizens to contribute their time, skills, and resources toward the collective good of their communities. It plays a critical role in community development, civil defense support, and humanitarian aid, while also functioning as a civic force to uphold public order and assist in times of crisis. Members of the ZNV Corps are motivated by patriotism, service, and the shared responsibility of safeguarding the Zomi homeland and strengthening social resilience.

The ZNV Corps is not a military unit but works in close coordination with relevant ZPCC departments to mobilize volunteers for essential services and emergency responses. It has a dual role—proactive in community building and reactive in crisis situations. In peaceful times, ZNV Corps members engage in projects such as infrastructure improvement, environmental conservation, literacy programs, and health awareness campaigns. During emergencies, whether caused by natural disasters or social unrest, the Corps is rapidly deployed to provide relief, assist displaced families, and restore stability. Their civic education initiatives are also aimed at strengthening unity, discipline, and awareness among the population, instilling values of responsibility and cooperation.

As a people-centered institution, the ZNV Corps embodies the Zomi spirit of mutual aid and solidarity. It fosters partnerships with community organizations, churches, and local leadership to ensure that volunteer efforts are aligned with real needs on the ground. The Corps also provides training to its members in first aid, emergency response, and basic public safety measures, enhancing their effectiveness in the field. Member Benefits

Membership in the Zomi National Volunteer Corps (ZNV Corps) is both a service to the nation and a personal opportunity for growth, protection, and community support. Every member will be issued a unique personal membership number for identification and verification purposes. Benefits are provided according to the member’s location and needs, with services coordinated through ZPCC departments, community networks, and trusted partners.

A) Benefits for Members in Zogam

Members residing in Zogam enjoy security, support, and recognition as part of a national volunteer force:

  1. Safety and Protection — Direct security assurance for the member and their immediate family, provided through the Zomi Revolutionary Army Eastern Command (ZRA-EC) in accordance with the Zogam Charter.

  2. Community Recognition — Priority involvement in local community projects, leadership programs, and volunteer initiatives.

  3. Emergency Response Access — Direct assistance from ZNV Corps during natural disasters, displacement, or urgent situations.

  4. Special Identity Verification — Membership ID serves as an official proof of service to Zogam, aiding in verification with community and governance bodies.


B) Benefits for Members in a Second Country (Asylum Seekers & Refugees)

For ZNV members currently residing in a second country (in transit or awaiting permanent settlement), the Corps offers essential support in navigating challenges:

  1. Case Management Services — Personalized assistance in asylum, refugee, and immigration matters through referrals and advocacy.

  2. Documentation Support — Guidance in preparing legal paperwork, identity verification, and community references to strengthen applications.

  3. Emotional and Moral Support — Regular contact and connection to Zomi networks for encouragement and solidarity.

  4. Emergency Humanitarian Aid — Assistance in times of crisis through ZNV partner organizations and relief channels.


C) Benefits for Members in a Third Country (Resettled or Permanent Residents Abroad)

For ZNV members in their third country of residence, the Corps offers opportunities for contribution, cultural connection, and service:

  1. Community Development Services — Opportunities to lead or participate in Zomi-focused development projects benefiting both local and homeland communities.

  2. Translation & Interpretation — Access to trusted Zomi-English (and other language) translators/interpreters for personal, legal, and community purposes.

  3. Case Management Services — Support with official matters, documentation, and integration issues.

  4. Cultural Engagement — Priority involvement in Zomi heritage programs, advocacy campaigns, and volunteer training events.

  5. Networking Opportunities — Connection with ZNV members, community leaders, and global partners for cultural exchange and project collaboration.


D) Access to Zomi Research Institute & Partner Resources

All ZNV Corps members, whether residing in Zogam or overseas, shall have privileged access to resources and services provided by the Zomi Research Institute and its related partners. These benefits include:

  1. Educational Resources — Access to research publications, training modules, and learning materials.

  2. Technical Services Assistance — Support in areas such as information technology, website development, and AI-based solutions.

  3. Media Content Creation — Provision of customized and personal social media content, including videos, audio productions, graphics, and other creative materials.

  4. AI Tools & Digital Resources — Use of artificial intelligence tools to support personal, professional, and community projects.

  5. Future Benefits — Eligibility for upcoming services and programs developed for the welfare and capacity building of members.


  • Security & Protection in Zogam — Direct safety assurance for members and their immediate families through ZRA-EC, along with recognition and emergency support during crises.

  • Asylum & Refugee Support — Case management, documentation assistance, and advocacy for members in second countries, plus emotional and humanitarian aid.

  • Community Development Opportunities — Active participation in projects that benefit both Zogam and Zomi communities abroad.
