History of the Zomi Political Coordination Council (ZPCC)
Zomi Political Coordination Council (ZPCC) is the product of a multi-year political and organizational evolution within the Zomi national movement, shaped by global Zomi consultations, revolutionary change inside Myanmar, and the formalization of a unified interim governance framework for Zogam.

• Affirmed Zomi identity as a single indigenous people, • Asserted Zogam as the ancestral homeland of the Zomi, • Endorsed the right to self-determination, and • Called for a unified political coordination mechanism to guide the Zomi struggle.

ZPCC Formed
Following the Myanmar Spring Revolution of 2021 and the collapse of constitutional order after the military coup, Zomi leaders activated the ZIC2019KL mandate. In May 2021, the Zomi Political Coordination Committee (ZPCC) was formally constituted as an interim coordinating mechanism. It was established with the recognition and participation of: • Zomi Re-unification Organization (ZRO), • Zomi Revolutionary Army (Eastern Command), • Zomi political parties, • Civil society and religious organizations, and • Zomi intellectuals and professionals. Its primary task was to draft, proclaim, and operationalize the Zogam Charter, which would serve as the supreme political and moral framework for the Zomi people.

Zogam Charter Born
On 18 September 2021, the Zogam Charter was officially proclaimed in Tedim, Zogam. This document: • Declared Zogam as a federated Zomi homeland, • Defined Zomi national identity, territory, and political rights, • Established the concept of Zogam Interim Governance, and • Designated ZPCC as the coordinating authority responsible for advancing these objectives. From this point forward, ZPCC functioned not merely as a committee but as the central political nerve of the Zomi national movement.

Institutional Expansion and Global Coordination (2021–2023)
Between 2021 and 2023, ZPCC expanded its operational reach by: • Establishing a ZPCC Forum composed of representatives from Zomi organizations worldwide, • Coordinating political, humanitarian, diplomatic, and media responses during the revolution, • Engaging with Myanmar-wide revolutionary bodies (NUG, NUCC, ICNCC, Chinland Council, etc.), and • Mobilizing Zomi diaspora resources through international networks. During this period, ZPCC also facilitated the creation of supporting structures such as Zomi Re-unification Organization International (ZROI) to strengthen global participation.

Transition to the Zomi Political Coordination Council
Recognizing the need for a more formal, accountable, and governance-ready institution, the ZPCC Forum resolved in July 2024 to transition: From: Zomi Political Coordination Committee To: Zomi Political Coordination Council (ZPCC) This transition marked a decisive shift: • From an ad-hoc coordination body • To a council-based interim governance institution with legislative, executive, and departmental structures. The Council model enabled clearer authority, defined roles, and long-term institutional continuity.

Codification through the ZPCC Bylaws
On 23 January 2026, ZPCC formally adopted its Bylaws of the Council (Pawlpi Ngeina Dante) in Tedim, Zogam. This document: • Legally codified ZPCC as the governing organ of Zogam Interim Governance, • Established the Assembly, Executive Committee, Standing Committee, and 14 Departments, • Defined relationships with Zomi armed forces, stakeholders, and international partners, and • Anchored all authority firmly in the Zogam Charter and ZIC2019KL resolutions. This milestone completed ZPCC’s transformation into a fully structured interim national governance framework.

ZPCC Today
Today, ZPCC stands as: • The legitimate political coordination council of the Zomi people, • The custodian and executor of the Zogam Charter, • The interim authority guiding Zomi political, administrative, defense, media, women’s, religious, and development affairs, and • A unifying platform connecting Zomi stakeholders across Zogam, Myanmar, India, and the global diaspora. ZPCC’s history reflects a deliberate progression—from consultation, to coordination, to governance—rooted in collective mandate, legal continuity, and the enduring Zomi aspiration for unity, dignity, and self-determination.
