The Zomi Political Coordination Council (ZPCC) is the interim governing body representing the Zomi people and their ancestral land, Zogam. It serves as the highest political coordination mechanism for all matters relating to Zogam, especially in the absence of a democratically elected government. ZPCC is committed to leading with justice, unity, and vision for the preservation and progress of the Zomi nation.
ZPCC was initiated following the historic Zomi International Conference held in Kuala Lumpur in 2019, where key resolutions were passed to unify the Zomi leadership and chart a political future. The council was officially activated in the wake of the 2021 military coup in Myanmar, which created a leadership vacuum in the region. ZPCC stepped in to fill this void and provide legitimate interim leadership for the Zomi people.
ZPCC exists to defend the rights, freedom, land, and destiny of the Zomi people. It seeks to unify all Zomi organizations, intellectuals, and representatives to advance the collective interest of the people. The council works to secure Zogam’s political future, uphold justice, and mobilize the community for governance, security, development, and international recognition.
The ZPCC operates according to the Zogam Charter, a foundational document that outlines the principles, governance structure, and objectives for a Federated Zogam. This charter affirms the Zomi people’s right to self-determination, their indigenous identity, and territorial ownership. It serves as the interim constitution until a permanent Zogam Constitution is ratified by the people.
ZPCC is led by a Chairman and a Chief Functionary Officer, with an Executive Committee that includes heads of twelve departments. These departments cover vital areas such as General Administration, Defense, Finance, Education, Judiciary, Federal Affairs, and others. Together, they function as an interim cabinet, making collective decisions and implementing the Zogam Charter’s directives.
ZPCC represents all Zomi people, both within the geographic area known as Zogam and throughout the global diaspora. Zogam includes all contiguous Zomi-inhabited territories across northwestern Myanmar. As the official voice of the Zomi nation, ZPCC speaks on behalf of the people in all political, legal, and international matters.
The long-term vision of ZPCC is to establish a Federated Zogam with full self-governance, peace, and prosperity. This future state would be governed by democratically elected Zomi representatives under a Zogam Constitution that embodies the principles of freedom, equity, and indigenous rights. ZPCC envisions a Zogam that stands strong within a Federal Democratic Union of Myanmar while preserving its unique Zomi identity and sovereignty.
The Zogam Charter is the foundational legal and political framework guiding the governance, aspirations, and collective will of the Zomi people. First adopted on September 18, 2021, the Charter affirms the Zomi’s indigenous rights to self-determination, territorial ownership, and cultural identity. It outlines the structure of interim governance, defines departmental functions under ZPCC, and lays out the roadmap toward a Federated Zogam within the Federal Democratic Union of Myanmar. The Charter also safeguards justice, equity, and human rights, and calls for unity among all Zomi to achieve national reconstruction, peace, and democratic rule. It is the living document that empowers ZPCC to act on behalf of the Zomi nation until a full constitution is ratified.
The ZRAEC, or Zomi Revolutionary Army – Eastern Command, serves as the sole authorized defense force for the protection and security of Zogam and the Zomi people, as mandated by the Zogam Charter. Operating under the leadership and policy direction of the ZPCC, the ZRAEC forms the core of the Department of Defense and functions with strict adherence to principles of human dignity, justice, and discipline. Its responsibilities include safeguarding borders, responding to internal and external threats, and ensuring the safety of civilians. ZRAEC works alongside the Zomi National Volunteers (ZNV), maintaining a unified military structure accountable to the Zomi public. It plays a crucial role in defending territorial integrity, especially against unlawful entries and armed aggression, and is committed to building a future security framework for a Federated Zogam.

It defines Zogam as the indigenous territory of the Zomi and establishes interim governance through the ZPCC until a democratic government is elected.
